I did try the progesterone suppositories for PMS, but it was many years ago. And they didn't help a wink. Since then, I've heard that progesterone can actually aggravate depression. I can't remember if they were natural or synthetic, but my guess is synthetic since they were prescribed by my ob/gyn who wasn't into natural treatments.The best help for me during PMS was Zoloft -- SSRIs do seem to help a lot of people during that time.
I am now on Prozac and Wellbutrin (the Zoloft caused me too much fatigue, even combined with the Wellbutrin), and I also experience a lot of agitation and anxiety during PMS ... I have to cut down my Wellbutrin dosage and add Klonapin for two weeks each month. I am only on 10 mg of Prozac though -- hoping that if I increase it to 20 mg. it might make a difference (I suppose it could make things worse... we'll see). I'll keep you posted.
Did you have anxiety/panic attacks during PMS before the Paxil, or do you think the Paxil is causing the attacks? If so, Zoloft might be a better option.

She says that it has to be natural progesterone and not progestrogen.
