Yes. There is far more mercury (concentration-wise) than there is silver in an amalgam filling. Mercury content is generally between 48 and 52%.
The mercury, being both a liquid and a metal, is used to dissolve other metals (silver, copper, traces of a couple others), forming an alloy. After a couple minutes, the solution crystallizes, which hardens it (in the tooth).
The chemistry of the crystal is not so stable that mercury cannot migrate to the surface. If the proportions aren't exactly perfect, or it is incompletely mixed, free mercury will remain in the amalgam, increasing the risk of exposure. If you want, I can show you scientific references to show that all amalgams leak mercury, but some much more than others.

The tooth surrounding the amalgam is not perfectly sealed by the filling. Bacteria can and do get down between the two, and decay the tooth. If that happens, mercury exposure is increased.
