I think the amount of possible reduction needs to be signifigant or why bother at all?
Also, if they come back quicker, and they still not settled, and they get reblocked, then it gonna escalate faster and while I don't like that proly bob would...I only talk about percents in concession to bob.
Really , I still think blocks too shocking, too long, and ESP there should be an very up to date warning......and...still, far too confusing... :( the bar is far too high and complex :(
