There should be incentives for good behaviour, otherwise some people (like me) can only see year long blocks in their future...be banned. After a year long block subsequent blocks are also year long blocks and that person is as good as banned... No matter if I was civil for 5 years, if one day I made a mistake I would be banned for a year again and I don't think that's right.
