I imagine that if Dr. Bob thought a deputy had done something wrong, he would quietly admonish such deputy, and if the behavior continued would ask the deputy to step down. That's my guess anyways, as to my knowledge it hasn't happened.
I suppose that if you wish to convey to Dr. Bob that you think a deputy has done something wrong, you can do so on the admin board (keeping the civility guidelines in mind, as deputies are not exempt from them), or you can email Dr. Bob with your concerns.
If you're suggesting a procedure by which posters can vote to impeach a deputy, I think such a procedure would not be likely to be implemented. For one thing, Babble is not now and has never been a democracy. It's Dr. Bob's board.
But perhaps you can bring it up again with Dr. Bob when he comes back. Clearly it would be more effective to ask him to do something when he's actually here.
