Do you mean the concept of god occurs in all cultures?
The concept of omni-god (an external agent (singular) who is all powerful, all loving, and entirely good) does not.
Just because the notion occurs to people... Doesn't mean it is true. And as for the specific concepts of god / higher power that people acquire... They tend to be incompatible and hence they cannot ALL exist.

I think it is possible to be a good person and live a good life without believing in god and without believing in a 'higher' power that is an external agency that wants to help you.
I mean... People will typically help you if you give them a chance...
Looking at your sick bucket might well remind you that you have good reasons for not drinking...To call these things 'higher powers'...
