In that I see that Toph's post is about leaving, it is about if Chaney left and then what would a statement by G.W. Bush be.
In an analogy, the subject here is about the leaving of the one in charge. I may have misunderstood who it was that was leaving as it being Chaney. The overall point that I see though is that a statement was fashioned by the Bush team to give to the public because of a leaving and giving a {statement to reassure}, and leaving is what is in analogy here as well as a statement to reassure in this case.
