Actually, there are some instances where that happens. Look at CA and their 3 strikes rule. If a criminal already has 2 strikes against them, and if they get caught just shoplifting then that is their 3rd strike and gets them 50 years to life in prison...for shoplifting! There are a number of cases in CA where that has actually happened.
And if I'm reading his blocked thread correctly, the reason Toph got 6 weeks was because it is a repeat offense and so the time doubled from his last block. I'm still learning about the whole block system, so I could have that wrong. I just wanted to point out that in our criminal justice system there are plenty of instances where the punishment does not fit the crime.
