But, there would have to be some resulution in the initial issue that caused a person to 'flame'. If after that doesn't work, the person could get a block. What must take place is for the person who 'flamed', they must be allowed to tell their story, and explain how they intened to change their behaviour.

People who are often charged with a crime don't get tossed in jail asap..they usually have the chance to post bail. What I think would be in order, in place of 'bail', would be asking the person not to post in the subject that got them in trouble, until the situation is resolved.
