Yes, it can be normal to experience some additional anxiety when you start a med, because your body has to adjust to having it in your system. That will take a few days, and you'll have to go through some of it every time you raise the dose, too, although after the first time it's usually not so long.
DO NOT stop the Effexor, Donna. You promised yourself that you would give Effexor a fair trial, which means you have to take it for at least six weeks, right? You can do it. You've done it before, and you can do it now.
Remind yourself why you promised yourself to give this an honest chance to work for you: you have been feeling awful for a while now, haven't you? The other meds just don't work for you, do they? So, in order to stop feeling lousy, you're trying Effexor which helped you in the past.

As for fighting valium, what I mean is kinda hard to explain, but I'll try. When I am anxious, and I take valium or xanax or any other benzo, I will get so much more tense, trying to remain alert while being tranquilized, that I end up fighting off the drug to an extent. I will be able to walk and talk and function, but I won't remember any of it, and I'll end up even more anxious and panicked than if I hadn't taken it in the first place. Some of what you've posted here sounds very similar.
