it's just the same again, with the courts.

if you bring a case to the courts...

best i can figure... whoever pays the filing fee gets judgment in their favor.

i think that's how it works. it's not a bribe... exactly...

but whoever hands over the cash...

i mean...

i file that a person did not perform their statutory function.

the judge rules 'technically that is true --but it's technally true and not substantively true and it has no bite'.

riiiiiiiiiiiiiiiight judge. it's your job to make that have bite.
