I know that some families do big parties with candy "stations" where the kids can trick or treat in complete safety. Some church groups to it too. If you have 10-15 stations and give out a handful of candy at each one, the kids get the TOT experience and then nobody needs to worry about anything! There cna also be games, songs, chit-chat, etc.
