But, the government does not necessarily make it easy for people to try to conserve energy (in one subdivision of the city where I live, households are forbidden to install solar panels on their roofs - city by-law or something stupid)

When my brother lived with me, I would have to fish through the garbage to pull out the tins, all paper products, etc. that he would just throw out without a thought. He would give me sh*it for doing it because he felt it was a waste of time. I told him fine, when your kids are forced to play in landfills, you won't be thinking it was such a waste of time. I am happy to say that now that he has his own home is has become an avid recycler.
