Its probably the West TX accent you're hearing. People talk differently depending on what part of the state they're in. I've noticed alot of people do the 's' lisp thing too. Its kind of a country thing. West and East TX tend to be more country and cattle and open spaces. Central and South are more metropolitan. I think in any state that has that kind of diversity, there will be different ways of speaking. You would think though, that someone in the political eye would try to at least use proper pronounciation and grammer. And for the record, I flinch every time he says "terra" instead of "terror".
