I would fight it all the way..cats are very clean..and they aren't destructive..if they complain about the "smell", remind them how much cigarette smoke stinks.
My cats are very theraputic..I have 4 and cannot imagine life without them.
Let us know what happens with this...if all you have done doesn't help, go to the media! These people are outrageous! Have you explained to them that Sam has been with you for so long??? How did they find out you have a cat??? Maybe give their names to PETA...let them have a go at them!
