I don't know if there are therapists who will be "on call" at any time day or night unless it's for the people they are already seeing. But I do know that Dick (my husband, Richard O'Connor, http://www.undoingdepression.com) often gets calls or emails from people who have read his book or know of his work and want to "see" him.
Those who cannot see him in person sometimes set up phone appointments although he tries to get them to find a therapist nearby. At this point he has three who insist on keeping phone therapy once a week. I know he has met with two of them when they came east on trips. Another phone-person is living in Spain and they have never met. He previously has had weekly phone clients in Brussels and Thailand with an American and an Irishman...and they both have followup talks on an as-needed basis.
I guess the point is that you might want to choose someone and then see if they will meet your needs. Dick never wanted to do phone therapy (and still insists he'll never do email therapy), but he started with the man in Brussels who practically begged him to give it a try, found it worked quite well and has been more willing to use it on occasion.
Good luck finding a therapist who will do what you want. After all, you're the customer.
