Mr Hsiung, From the start of this forum, you have posted that one does not have to wait for a deputy to intercede. Some here have even posted the phrase,"Please be civil" in the subject line and they were not deputies.
The overiding aspect of this is that IMHO some people could be led to believe in some way by what you have posted here that acting as a deputy could be encouraged.
Here is one pot where at the top you can see the encouragement posted by yourself here, as I see it. You even stae that one does not have t wait for a deputy.
Let us look at this.
