I'm still not sure I understand your question. If @tom follows @psycho_babel and @dick follows @tom (or even if he doesn't), then @dick can see that @tom follows @psycho_babel. But that doesn't mean @tom is the Babbler Tom. Or even a Babbler at all. @ = Twitter account name.
OTOH, if @tom tweets identifying information and Tom posts the same identifying information, then @dick might connect the dots. See:
