Yes, but we're not supposed to quote uncivil things (or link to them either). Plus, Zazenducke was plainly waiting for the block and posted as such.
Something about knowing what the rules are and knowingly breaking them, then waiting for and expecting the punishment to follow. Why do you think someone does that? I'm curious, because I'm a compulsive rule-follower. Ever since I was wrongly ticketed for jay-walking as a teenager, I've been hyper-vigilant about being aware of what the rules are, whether or not I agree with them. And I usually go out of my way to let others know when they're breaking the rules.
