There are guidelines here regarding what kinds of messages are OK, and the deputies have demonstrated that they understand those guidelines. They've been here a long time, they've been able to follow the guidelines themselves, they've been though an orientation (sometimes a long one), and they've even passed a final exam. In a way, they've been "trained" to be deputies. And their actions continue to be subject to review by me.
At the same time, they have problems. And problems can interfere with judgment. But we all have problems, even those of us who are professionals.
This isn't a perfect system, but the community tries to work together and to self-correct, and together I think we've done OK so far.
