What are the consequences of inhibiting LTP?

LTP = long-term potentiation

My understanding is that LTP is the strengthening of frequently used neural pathways.

Venlafaxine inhibits LTP in the hippocampus:

What are the consequences of this? For example, would this not reduce neural plasticity?
