No, their not cross tolerated.
You can switch between z-drugs and normal benzos and don't get any tolerance.
I've done it for years and years and the only thing is that when you have, let's say diazepam in your system, the hypnotic effects of the z-drugs won't work that much, but the other way around it works just fine and they are not interacting with each other.

When i took zopiclone 22.5mg per night for 6 month, then switched to 20mg diazepam, i would get wasted on the diazepam.

When i ate 10mg of nitrazepam for 7 nights, i didn't feel 20mg of diazepam a bit.

So no, it's not any cross tolerance except for what i wrote about the hypnotic effects.

(this is because z-drugs are just working on benzodiazepine-receptors and are not gaba-a agonists like other benzos. and zopiclone is a positive allosteric modulator of the barbiturate site.)
