I would agree that a poor response to SSRIs is far from being an indication that serotonin levels are too high.

That being said, from my own experiences with anxiety, serotonin antagonists are far better at reducing anxiety that serotonin boosters.

Also, many animal models suggest that (when SSRIs work) it is through a modulation of serotonin rather than simply boosting it. Similar to buspirone which is more of a serotonin system stabilizer than anything else.
