The "voltage" of your brain can be measured by an EEG. Have you talked to a neurologist about this? A psychiatrist? Someone who actually knows something about the brain?
ECT isn't going to increase your brain voltage, whatever that even means. ECT causes you to have a seizure. For reasons not at all understood, this sometimes relieves depression and severe anxiety. Do you suffer from severe depression or anxiety?
