I'm pretty sure someone has tried it. It didn't do a thing for my depression, but I can't attest to its potential to mitigate mania. I think you would hear more about it if it were, though. Just about every AED that comes out is screened as a mood-stabilizer by somebody.
I would just remind you that I observed someone with an irritable mixed-state hypomania respond robustly to topiramate 100 mg.
