Increasing the Effexor will provide norepinephrine (in addition to serotonin) reuptake inhibition. Whether or not it's sufficient depends on your brain chemistry; only a trial of will tell. Wellbutrin (buproprion) would be good for this as it is a norepinephrine and dopamine reuptake inhibitor. High-dose Effexor combined with Wellbutrin is one of the heroic combos for treatment-resistant unipolar depression described by Dr. Stephen Stahl in his book Essential Psychopharmacology.
Wellbutrin is available in several generic formulations and is quite reasonable in price.
