I have Restless Leg Syndrom, which started out when I was taking SSRI's in high dosage and got clonic seizures. I don't know if either or both of those are related to your problem, but it sounds like it. That is, it sounds like a more severe cousin to RLS.
Mirapex does me fine for the RLS, and so does Klonopin. I don't use Klonopin for it, due to the habituation problem.
Anyway, I do have one useful suggestion, which is to ask your doctor about Requip. It knocks out my RLS completely and there are a lot of free two-week sample packs floating around. For me, no side effects whatsoever, but I only take it occasionally as-needed.
Oh, yeah, one other thing. I actually think it was Effexor that started and/or aggravated my problem. It had my arms flapping around like flippers on a beached fish. You might want to check that out. Seizure is a listed side effect.
