Questions about Noradrenergics

I've just been reading about milnacipran (Ixel). It's at least 50% noradrenergic and yet it doesn't have tachycardia or insomnia as major side effects. In fact, I think it's supposed to be calming and helpful with sleep. I would have thought that it would produce a racing heart, nervousness and insomnia. Why doesn't it? Could it be that it's effects are mostly in the brain and less systemic? (although I'm not sure that would explain it all either)
