Why won't your mind just be slow? Are you an introvert? Studies show that introverts are essentially compensating in their personality for over-activity in the area of the brain that regulates the effects of the fight or flight response--I believe the amygdala or hippocampus. Your brain is failing to properly shut down the reticular activation system, failing to produce the relaxation response.
Try meditation and exercise. If that fails and your condition becomes debilitating, try anti-anxiety meds. For some unfortunate people, fighting anxiety is a losing battle--why suffer?
