I can't explain the paradoxical response to benzodiazepines, which is what you are having -- since Klonopin is typically a drug used, among others, such as the typical antipsychotic Orap (pimozide).
Have you tried clonidine for both your GAD and tics ? It does have an anxiolytic effect and sometimes may cover tics as well. It must be started and stopped in a progressive fashion so as to not cause blood pressure surges, but otherwise it is an often used tool of psychiatry.
Guanfacine is similarly used but has a set of side effects that probably shouldn't be tested against unless a dose range of clonidine doesn't prove effective
