I agree, but what is the 'minimum' of toxicity? The smallest amount of toxicity needed to get a 'therapeutic' effect? This can be quite toxic.
My pdoc would love to have me on the fewest meds possible. Klonopin (1 mg) is not very toxic. Neither is buspirone (15 mg). But as doses ascend, so does toxicity, and the way stimulants and AD's are dosed, it's start at the least amount and hope for the best.
Since toxicity seems so dose-dependent, I read an article in which paroxetine was recommended as a way to slow down rapid metabolizers of nortriptyline, who need high doses to have an effect but experience the inevitable toxicity from all the metabolites floating around. The same logic would apply to desipramine (theoretically a low dose would be therapeutic with Paxil).
