I was told (I don't know how reliable this is), that EMSAM 6mg, because of its digestion-skipping delivery system, is roughly equivalent to 20mg oral selegiline.
In this case, 12mg would be equivalent to 40mg. While this is a high dose, I have heard of doctors who are comfortable with the drug pushing it to 60mg or higher (85, perhaps) as a routine thing. Of course, you would need to follow the dietary restrictions at such doses, and it's possible you'd be better off just switching to a stronger MAOi, like parnate/tranylcipromine, or phenelzine.
Docs can be very shy about that, though. In any case, if my numbers are correct, 18mg EMSAM would be equivalent to 60mg selegiline tablet, and that really wouldn't be pushing it. But you would need to check with someone who knew how to compare the two accurately.
