Why is canada so Slow

The last psychiatric drug that was released in canada was celexa. And do you know the funny thing ???

I have a book that was writtain in 80's (I think early) in which they discribe citalopram as a novel antidepressant compound.

Why must people suffer for close to 20 years while people fool around with making these drugs available.

I understand that I havn't tried all available drugs, but it would be nice to at least have hope that novel things would soon be available, and not something that has been discovered decades ago.
