Hempseed oil has a high proportion of omega 3 fatty acids and is probably the closest vegetarian equivalent of fish oil (along with some of the algal derivatives mentioned by others). It's not yet widely available, but you can buy it from some online sources such as iherb.com -- they're very reliable.
The hempseed oil you buy for food/medicinal use comes from marijuana plants that have virtually no THC, and it's perfectly legal. It actually has kind of a pleasant, slightly nutty taste and I sometimes use it to make salad dressing. It does have to be kept refrigerated, and it can't be used as a cooking oil -- heat destroys its beneficial properties.
