If he is freaking out every time he see this people then something is wronge w/ him,Isolation is to make so that he doesn't hurt anyone or himself,intil they can calm him down.
When i was in one hospital there was a man that did the samething and was put in isolation for about a week,& when they found the wright meds to keep him from atacking the nurses they let him out w/ other people.
