Oh, Racer, please don't tempt me! I'm desperate to ride again. I had to put my last TB down due to disintegrating vertebrae. The stable was torn down for condominiums and our family farm is 150 miles away.
Re: your situation - have you considered writing a letter to the head of the agency? You're extremely literate and as you've so eloquently pointed out, all you need is someone to be receptive to get the communications logjam broken.
One point you might consider, if they're doing this to you, what in blazes are they doing to other people who haven't the ability to acknowledge the problem is with the agency?
Don't ask me why but this reminds me of a fox hunting experience. We were in really trappy grounds, going uphill at speed. As the horses ahead navigated the winding uphill, narrow trail, you'd hear "THWACK!" followed by the plaintive cry of each rider --- Yeowlllll. The path narrowed so severely that the horses were able to get through but each rider's right knee was connecting with a tree. At the nefarious spot, my mare managed to take a leap sideways and we made it through without cracking my knee cap.
As I said, I have no idea why your situation reminded me of that experience, but I've learned to give voice to those "intuitions."
