From my school days carbonates and sulphates weren't very soluble in water. Most tablets are designed to dissolve in the very hydrochloric acid enriched environment of the stomach. I think you'd probably just end up with a cloudy lithium carbonate suspension with plain water.Maybe a little lemon twist would do the trick but I doubt its anywhere in the small print of your medications "directions for use".
