If a drug, such as Wellbutrin poops out, will the patient experience withdrawal effects just as they would if they stopped taking a drug?

As tachiphylaxis happens gradually and usually not suddenly, I would have to say no, it does not cause withdrawal.

I would say that it could cause withdrawl (but doesn't have to).
If the drug stops "working" it doesn't mean that the drug isn't still doing something in the brain. So if it's an SSRI, its likely still inhibiting the reuptake of serotonin. You may still have depression because of other neurotransmitter imbalances. However, if you stop taking it, you brain may have withdrawals from the decrease in serotonin.
