I would say that it could cause withdrawl (but doesn't have to).

If the drug stops "working" it doesn't mean that the drug isn't still doing something in the brain. So if it's an SSRI, its likely still inhibiting the reuptake of serotonin. You may still have depression because of other neurotransmitter imbalances. However, if you stop taking it, you brain may have withdrawals from the decrease in serotonin.
