Don't worry about this section (it isn't really important).
It is just an attempt to link everything back to some current work in Philosophy (as everyone agrees that Campbell is a philosopher) and a way of name dropping the standard philosophy references of Quine and Davidson...
More could be made of this and Campbells attempt to show that delusions (that are not acted on) cannot be beliefs. But going there gets really technical really fast...
Nothing in the paper hangs on it.
