There can be a bunch of reasons why you get referred on. I agree that it is super hard not to take it personally, though. Especially when the person seems alright. I was always left wondering what was wrong with me that they didn't want to work with me.
I think that there can be a whole bunch of reasons. Sometimes it really isn't personal. Can be issues of their work load being full or your not being able to fit well with the slots they offer. Can be a little more personal to do with their area of expertise. Can be even more personal to do with fit.
I got referred on to see someone once... I had no earthly idea why on earth I got referred on to them... And then it turned out that that person had done a degree in the subject I'm into. Not entirely sure why - but the thought was that that might help us fit better or work together better or something like that.
I just love it when other people make decisions like that, about what is important to me...
Are you seeing the person you got referred to? How is that working out?
