Twitter works again now. I think they fixed the problem, which was on their end.
Yeah, I get requests from random people. Is your Twitter public? If so people can search for terms or words and get directed to your Twitter. Some people just follow everyone they find it seems. I think it is a self promotional type thing. It seems many are trying to promote themselves online. They figure if they follow you chances are that you will check out their Twitter.
