Some colleges may have compassionate exceptions, and may take people in alternate semesters or quarters. While I'm not suggesting it, an essay that incorporates your life may just catch the eye of an administrator. Most significant universities in this country have student offices of disability which can help one readjust to life on campus. There are choices, they may not be all that you wanted, but they exist.

I cannot advise you as a lawyer but you have rights under COBRA if you choose to terminate your relationship with your mother. It could get ugly but you have 36 months of coverage that you would have to work to pay for, it doesn't necessarily come free, but the law was passed in 1986.
After COBRA is exhausted, HIPAA comes into accordance.
But both of these have important dates that you must look into filing if you are serious about moving out of what seems to be a self-destructive relationship between your mother who has her own issues and perhaps doesn't understand everything and yourself, and the adult-child complex that is being created as you are officially an adult by contract law in all but two states.
