A friend of mine applied but didnt get it (as he has never worked and thus not paid any NI), but he got given a different version of Job Seekers Allowance which is for people who can't get Incapacity due to NI.. it means he doesn't have to job seek anymore.
have you applied for DLA also? Thats not based one earnings, or NI at all. Its *very* hard to get, and the form is a complete and utter nightmare, but the CAB have people who can help you fill it in, or your local PALS team at your hospital should be able to help too.
