It's so hard to let them go.
If it looks like there is a chance he will get better, that is, is he's walking about and responds to you and eats, I would take him to the vet to see if there is anything they can do for him. If you do take him to the vet, bring the entire cage with you. Keep him in his environment to minimize stress.
But sometimes, you just know that they are on their last legs. Then you have the difficult decision to make.
I feel for you and Perkins.
