He is absolutely petrified of fireworks- even when I keep him inside and put ear phones on him- and do everything I can think of under the sun to drowned out the noises. He still hears them and screams and cries.

To a degree I know what that is like. I used to have very sensitive hearing as a kid and couldn't stand loud noises and certain frequencies. Even covering my ears wasn't enough to muddle fireworks. On top of that, they the bangs scared me to death. Even though as an adult I still have sensitive hearing, it isn't nearly what it was as a kid.

What about earplugs with those noise canceling headphones over them? I've heard those types of headphones are really good about canceling out a lot of frequencies.
