My apologies for the unintended slight. Bureaucracy should be blamed on the *elected* government folk. I have never encountered anything in life so exasperating and illogical as dealing with government. Rules for the sake of rules.
Even this application process was an example. They offered email submission of pre-formatted Word templates. Fine. When I test emailed it to myself, some of the data disappeared. (Apparently, no one had thought to do that during the setting up of the application itself. I was told I was "resourceful" to have tested the submission outcome.) That missing data would have caused the rejection of my ap without anyone even looking at the content. During the submission period, the entire email system collapsed, and they lost untold numbers of aps, and had no records to even try to recontact those whose aps disappeared. They extended the submission period, but they did so quietly, so I didn't even find out until after the new deadline had passed that there was another opportunity to submit. I didn't know if my ap had been lost, and they wouldn't tell me. That was confidential.
Government is a bizarre invention.
