I guess there are a few parts to that in people. First, the words must be spoken; Second, the words must be heard, which implies that the person speaking must speak not in a void, but to the person whom it is intended. Third, the person who is the intended recipient must be willing to hear the words, and willing to believe them, else that person's negative thoughts might destroy the positive intent.
One more thing I wonder.... how much hot air does it take to disrupt cold water?
