Good question. But, I think the message the DEA is trying to send is something like this: "If you are having difficulty obtaining illegal drugs now, just wait till a later time (September) and it will be even more difficult to obtain the illegal drugs you desire because we are so persistent and competent in eradicating the supply of those drugs that you will feel their absence in a much greater way than you would ordinarily feel because of our law enforcement vigilance and strategies."
It basically is a public service crock. I do think the ads on TV that address the demand for illegal drugs as creating an atmosphere of violence and chaos in the drug originating countries (i.e. Bolivia, Ecuadaor) are pertinent. IOW, your desire for cocaine fuels the cartel that supplies the drug, the drug cartels commit crimes to perpetuate their influence (just like a "legal" corporation would)-it just becomes a JOB. IF you desire the products and economically connect to the product suppliers, a social structure forms to respond to those needs and supplies them in a purely rationalistic manner. "Jobs" will be created that are "criminal" to facilitate the transfer of the desired products to the end-users.
