Yeah, you do have to be a member, or have a passport as they call it... But before I talk in any detail about it I'd like to do some more looking around. Unfortunately I'm at work right now (being very productive as you can see) and we have a firewall that keeps me from accessing the MSN chat area. I get home about 3pm PST and would be glad to check it out then and get back to you with some details then if you like (probably by 4-4:30 or so). I think once you get past the membership hassles of MSN, the chatroom is one of the more functional and reliable that I've seen.
